ATF needs reform. End of story. A GAO audit of ATF's grievance resolutions and Congressional hearings are the only way to achieve that. Not a self-initiated report from ATF where the executives tell congress what their stats and numbers and monies are. GAO needs to pull back the curtain and make ATF's practices known as demanded by Obama's order for transparency. Then Congress needs to question those in command get explanations from those personally involved. The media attention to ATF's mismanagement is nice but it achieves nothing more than shining a light on the cockroaches. The exec's just hunker down and weather the storm and continue their bad acts. Congress and their control of our budget is the only way to get these guys to manage ATF in an honest way.

Our bosses who screw with agents are bullies until someone pushes back and then they turn into sissies and run to Loos to hide behind her skirt and let her settle the fight they picked.

Well, after all, she does have a very, very big skirt to hide behind!

The Notification and Federal Employee Antidiscrimination and Retaliation Act of 2002 is a United States federal law that seeks to discourage federal managers and supervisors from engaging in unlawful discrimination and retaliation and whistleblower reprisal. It is popularly called the No-FEAR Act, and is also known as Public Law 107–174.

The main provision of the No-FEAR Act, Section 201, is to require federal agencies to pay awards for discrimination and retaliation violations out of their own budgets.

Is there any doubt why Loos fights so hard and long for her guilty "clients"? Her "clients", also known as ATF's mis-managers, routinely engage in discrimination, retaliation, whistleblower reprisals and create hostile work enviornments for their employees.

If an ATF employee has the moxy to challenge ATF and ATF loses, ATF pays the settlement. This historic practice at ATF should further lead to audits by the Government Accounting Office, and examination of practices by government oversight agencies like the Inspector General and the Office of Special Counsel.

ATF uses such dirty tricks to defend these No Fear Act violations because findings against ATF are not only damaging to the agency and those guilty but more importantly in the eyes of the power-corrupt bosses, they draw scrutiny from Congress.

How do you think the Members of Congress who enacted this legislation feel about ATF mocking the law they set in place to protect American citizens?

If you were Melson and Loos and you were personally aware of ATF's mistreatment of their workforce (and they are) how would you feel about having to answer these questions annually as required by law?:

(1) the number of discrimination and retaliation cases filed against the agency;
(2) the status of those cases;
(3) the amount of money the agency must pay in connection with each case, stating separately the amount for the payment of attorneys’ fees, if any;
(4) the number of employees disciplined for discrimination, retaliation, harassment, or any other infraction of antidiscrimination and retaliation laws;
(5) equal employment opportunity data;
(6) the agency's policy on disciplinary actions against Federal employees who discriminate or retaliate, and the number of employees who are disciplined in accordance with such policy and the specific nature of the disciplinary action taken

If anyone in Congress, any of your staffers, any of your clerks are watching this site; if you as an ATF employee; if you as a citizen of this county are reading here, reach out to your representatives and demand oversight, investigation and hearings to be conducted. I want to see Melson and Loos sworn in before a Congressional hearing panel and be asked the hard questions, under oath, and have them answer, I DON'T KNOW. Lets see how that goes over with the Senators and Congressman. Lets put those who have continued this pattern and practice of employee abuse on the hot seat!

We as an agency cannot serve the public and the industries we monitor in the fair manner that they deserve until we clean up our own unfairness.
