In reference to the "Road Dog" case. I went through the same situation as 'Road Dog" only with the Army corp. of Engineers. I reported the "Out of Control" government agencies to Congress and to the Attorney Generals office. I am sending another report to send to the GAO (illustration the corruption) as we speak. I was terminated on November 6th, 2009 for making my disclosures. I would like to offer a little advise to the (Many) other government employees who may encounter the same illegal behavior from management. (1) I found it very helpful to ONLY communicate with management officials using the email system. Managers trying to abuse the system will be unwilling to put there illegal actives in writing. (2) Have a copy of the Government's policy on "Harassment" and a copy of the "No Fear" policy with you whenever management wants to "counsel" you, especially for reasons unknown. Be sure to ask for a copy of the policy they (management) are following as well. In my case with the corp. of engineers, management had no policy they were following; as a result, the agency was unable to provide a single page of documentation to support is case during the MSPB process. (3) Be prepared to hire an attorney. As with my case with the Army corp. of engineers, the agency was unable to provide a single page of supporting documentation to the MSPB judge during the "discovery" period, I submitted over 1000 pages of documents illustrating the exact day date, time, name, position description, of every violation, individual evolved, to the MSPB in my defense, Yet my Whistle blower request was denied (no legal reason was given) and the MSPB Judge refuses to hold a hearing in accordance with the merit system principles. (4) Document and record everything. Management officials evolved in my case submitted over 50 false statements (including (2) false affidavits and (1) false sworn statement from top-level officials) to MSPB officials, and even worst, the MSPB officials accepted them. The only was I was able to get the false statement thrown out was because kept all of my emails, and I was able to cross reference my old email to catch management lying. In my situation, the agency Office of Counsel was guilty of disregarding existing policies, procedures and the law. The local Inspector generals office shared my reports with management (despite my instructions not to) allowing management to respond to my complaints (In pencil) and the Office of special Counsel is useless, I sent (5) different reports to the OSC (Following the advise of the IG) NONE were investigated, including my claims of receiving threats. The OSC always found a reason NOT to investigate. Hopes this information helps. Anthony Good Luck
