When leveling charges of impropriety, it's especially important to be clearly understood. Misuse of the language can paint one as not competent to level the charge. A "boarder" is someone who "who pays a stipulated sum in return for regular meals or for meals and lodging". A border is "the line or frontier area separating political divisions or geographic regions; a boundary". If you are referring to the agents in question as the "boarders" in the Southwest that are a joke, then I applaud your well-crafted word play.
